Nestor, Egger Highlands and Otay Mesa West are the older side, with some large lots and horse property south of Leon and Tocayo Avenues. Up the hill, Ocean View Hills and the plans around it, like Robinhood Ridge, Remington Hills and Riviera del Sol, are 1990s and newer. More villages are planned to the east, so new construction will keep coming. Parts of 92154 sit in Chula Vista and Imperial Beach.

This is the ZIP to check carefully. The San Ysidro School District has Mello Roos districts covering newer neighborhoods in the city, and many of the newer plans carry HOA dues too. The older Nestor blocks usually carry neither. Pull the tax bill on the specific parcel.

From dry farms to master plans

Otay Mesa was dry farmland into the 20th century. John J. Montgomery is credited with flying a glider off a hill here in 1883, twenty years before Kitty Hawk, and the spot is a state historic landmark (the full story). Nestor, Egger Highlands and Palm City were farm country, and the city annexed the area in the 1950s. Ocean View Hills was built out starting in the late 1990s, and the Otay Mesa community plan, updated in 2014, plans thousands more homes in its Southwest and Central villages. The Blue Line stops at Palm Avenue and Iris Avenue. 92154 is the ZIP.
